The Catholic Education Commission (CEC) was formally constituted in 1972, with Bishop Francis Thomson as the Episcopal President, James Breen as Chairman and John McKee as Secretary and Education Officer to the Hierarchy.

Its function is to advise and assist the Catholic Bishops' Conference of Scotland on all matters pertaining to education and, on its behalf, to promote development in this field.

Membership of the Commission is refreshed every 3 years, with each new Commission defining its own priorities in the form of an action plan.  The work of the 12th Commission covers the period September 2005 to June 2008.
